The South Carolina Department of Health and Human Services has awarded the Medicaid Division of the Celerian Group the Medicaid Third Party Liability (TPL) module contract for the replacement MMIS program.

With a maximum term of seven years and potential value of $52.4 million, this contract encompasses the delivery of both technology and services in support of:

• Identification and verification of third party insurance coverage of Medicaid members
• Transfer of claims payment responsibility to and/or recovery of payments from liable third parties where applicable
• Operation of the Health Insurance Premium Payment (HIPP) program
• Outreach and education related to the HIPP and third party recovery programs
• Connecting the TPL module with the State’s integration HUB and supporting CMS Certification of the TPL module.
